If you read any preview of this book it is hinted that Red Tornado has been created and is just waiting to appear in the New 52. Look at the panel above and make your mind up. If it is Red Tornado he's talking about something else.
The only other mention of Red Tornado has been in Earth 2 with his body seen in #5 and #7.
